So, since it's winter time (and almost Xmas time) , I guess I should post this :D Here are the actions that actually create some snow coverage. They are semi-automated: during the process you will be prompted several times to set selection, etc. Effects come with masks, so you'll be able to alter them. See more here:

Actions preview by zummerfish 

:bulletblue: winter - creates ground snow coverage
:bulletblue: depth of field - will create some depth blur
:bulletblue: snow - will create falling snow
:bulletblue: tune up - will adjust pic w/ frosty colors

Free to use of course, just give credit! Oh and let me know what you think of it since it is kinda experimental.

Tried using in CS6, some of the commands aren't available and it gets stuck. Just curious if you've got an idea how to get around it. Love it otherwise!

After it makes a duplicate layer (in a new window), the command "Duplicate" is not available. I hit continue, and after it asks me to brush away any icicles I don't want, I get a message that the command "Set" is not available (set selection), then "Make" isn't available. Hit continue and make selections when asked, then it tells me command "Levels" not available. After it passes select icicles, command "Make" isn't available. 
Somehow it opened 3 windows of the same photo as the original.
No idea what's going on!

anyway you could explain?
I hit play and it asks me to pick what I don't want covered in snow but doesn't tell me what actually to do?

you pick your fav selection tool/method (lasso, marquee, magic wand, etc) and select areas where you do not want snow.

What a great action! Unfortunately the covering with snow in the first part doesn't work properly in Photoshop Elements. But snow is coming down well! :wave:
